Add sugar (any type) to the flour.
Add 1/4 tablespoon of baking powder and 1/4 tablespoon of nutmeg to the mixture.
Add 2 eggs to the bowl.
Melt butter and add it to the mixture.
Mix all ingredients together until well combined.
Gradually add milk (or water) to achieve desired consistency.
Cover the bowl and let it sit for about 1.5 hours to rise.
Heat oil in a frying pan until hot.
Use a spoon to scoop portions of the batter and drop them into the hot oil.
Fry until golden brown, flipping occasionally for even cooking.
Check if cooked by inserting a fork; if it comes out clean, it's done.
Remove from oil and drain on paper towels.
