Prepare a steamer and line a baking pan with parchment paper.
Mix egg yolks and 1/3 cup sugar in a bowl until pale and fluffy.
Add soft butter and condensed milk to the egg mixture, stirring until combined.
Sift in cake flour, salt, and spice mixture; mix until smooth.
In a separate bowl, beat egg whites with cream of tartar until stiff peaks form.
Gently fold the egg whites into the batter until just combined.
Pour a thin layer of batter into the prepared pan and steam for 10-15 minutes until set.
Repeat layering with different colored batters, steaming each layer before adding the next.
Once all layers are complete, steam the cake for an additional 30 minutes to ensure it is cooked through.
Remove from the steamer and let cool before slicing.
