Heat olive oil in a large pot over medium heat until shimmering.
Add chopped onion, carrot, and celery; sauté until softened, about 5-7 minutes.
Stir in minced garlic and cook until fragrant, about 1 minute.
Add beef and brown on all sides, about 8-10 minutes.
Mix in tomato paste and cook for 2 minutes to deepen the flavor.
Pour in red wine and scrape up any browned bits from the bottom of the pot.
Add beef broth, bay leaves, rosemary, and thyme; bring to a simmer.
Cover and reduce heat to low; cook for 1.5-2 hours until beef is tender.
Add potatoes and peas; simmer for an additional 30 minutes until potatoes are cooked through.
Season with salt and black pepper to taste.
Remove bay leaves before serving.
Serve hot, garnished with fresh herbs if desired.
