Heat olive oil in a large pot over medium heat.
Add chopped onion, minced garlic, and bay leaf; sauté until the onion is soft but not browned.
Add diced tomatoes and bell pepper; cook until the tomatoes break down.
Pour in about 60 ml of white wine and let it simmer.
Add rice and stir to combine with the mixture.
Pour in 5 cups of water from cooking shrimp, adjusting based on the amount of rice used.
Let the rice cook for about 10 minutes before adding monkfish.
Place monkfish on top of the rice and cook for a few minutes until the fish is tender.
Add shrimp for decoration and cook for an additional 5 minutes, being careful not to overcook the shrimp.
Stir in chopped parsley before serving.
