Sauté onion and garlic for about two minutes.
Add bell peppers and seasoning peppers, sauté for one minute.
Add lean ground beef and break it up in the pan.
Mix in scallions, celery, green seasoning, curry powder, black pepper, sea salt, and parsley flakes.
Add thyme leaves and hot water, then simmer for 15 minutes.
Set the mixture aside to cool.
In a food processor, combine salt, sugar, flour, and baking powder.
Add cubed cold butter and pulse until crumbly.
Add ice cold water, starting with three tablespoons, then add more if needed to bring the dough together.
Shape the dough on a floured surface, wrap in plastic wrap, and refrigerate for at least 30 minutes.
Roll out the dough and cut into circles.
Place filling in the center of each circle, wet the edges, and seal.
Crimp the edges with a fork and cut holes in the top for steam.
Brush with egg wash (egg yolk mixed with a teaspoon of water) and refrigerate for 5-10 minutes before baking.
