In a mixing bowl, combine all-purpose flour, salt, and carom seeds; mix until it resembles breadcrumbs.
Add water gradually to form a smooth and firm dough; cover and let it rest for about 30 minutes.
Mash the boiled and peeled potatoes.
Heat oil in a pan, add crushed coriander seeds, crushed fennel seeds, crushed cloves, cumin seeds, chopped cashews, and raisins; sauté until fragrant.
Add grated ginger and chopped green chilies to the pan.
Next, add the mashed potatoes, peas, and all the powdered spices; cook until well combined and aromatic.
Add salt to taste, mix well, and cook for about 2 minutes; finish with fresh cilantro leaves and remove from heat to cool.
Knead the rested dough again and divide it into eight equal portions, rolling them into balls.
Roll each ball into a thin circle and cut it in half to form two semi-circles.
Take one semi-circle, fold it into a cone, and seal the edge with water.
Fill the cone with the prepared potato filling and seal it into a triangular shape samosa; repeat for remaining samosas.
For deep-fried samosas, heat oil in a pan to low medium heat and fry the samosas until golden brown and crispy, about 12 to 15 minutes.
For air-fried samosas, lightly brush or spray with oil, air fry at 347°F for about 10 minutes, flip, and air fry for 5 more minutes until golden and crispy.
