Boil potatoes until tender, then cool and peel.

Slice cooled potatoes into thin rounds.

Chop onions and garlic finely.

Cut bacon and beef into small pieces.

Heat butter and oil in a large skillet over medium heat.

Add bacon and cook until crispy, about 5-7 minutes.

Add onions and garlic, sauté until translucent, about 3-4 minutes.

Stir in sliced potatoes and cook until golden brown, about 10 minutes.

Add beef and cook until browned, about 5-6 minutes.

Season with caraway seeds, paprika, salt, and black pepper.

Pour in broth and let simmer for 5 minutes.

Chop parsley and stir into the mixture.

In a separate pan, fry eggs sunny-side up.

Serve the potato mixture topped with fried eggs.

Garnish with additional parsley and mustard on the side.
