Squeeze half a lime over the grouper steaks and turn them over.
Sprinkle garlic salt over the fish, being careful not to add too much.
Add minced onion over the fish.
Sprinkle red pepper flakes and paprika for color.
Allow the fish to marinate for about 15 minutes.
Heat about 2 cups of oil in a frying pan.
Fry the fish until it has a little crust but is not golden brown, then remove from oil.
In the same pan, add 2 tablespoons of the oil used for frying, then add chopped onion and celery.
After a few minutes, add garlic, bell pepper, and ripe tomato to the pan.
Stir in 2 tablespoons of tomato paste and season with sea salt, garlic salt, minced onions, paprika, and red pepper flakes.
Add the lime juice from the fish to the pan and let it cook for about a minute.
Pour in 2.5 cups of water and allow it to boil.
Once boiling, add the fish to the pot, placing thicker pieces at the bottom.
Cover and let it cook for about 5-8 minutes.
