Preheat the oven to 350°F (176°C).
In a sifter, combine 0.33 cup of cocoa powder and sift it to break up clumps.
In a mixing bowl, combine 1.5 cups of all-purpose flour, 0.5 teaspoon of baking soda, 0.5 teaspoon of salt, and 1 teaspoon of baking powder; whisk together.
In a separate large bowl, cream together 0.5 cup of softened butter and 3/4 cup of sugar using a mixer or whisk.
Add 1 teaspoon of vanilla extract and 2 large eggs to the butter-sugar mixture; mix well and scrape the sides of the bowl.
Add 0.5 cup of sour cream to the mixture and mix until combined.
Mash 3 medium to large ripe bananas in a separate bowl using a fork or potato masher.
Add the mashed bananas to the batter and stir well.
Gradually add the dry ingredients to the banana mixture, about a third at a time, stirring gently to avoid over mixing.
Fold in 0.5 cup of milk chocolate chips into the batter.
Prepare a 5x9 inch bread pan by spraying the sides and bottom, and placing a piece of parchment paper on the bottom.
Pour the batter into the prepared loaf pan and sprinkle the remaining chocolate chips on top.
Bake in the preheated oven for 50 minutes to 1 hour, or until a toothpick inserted comes out clean.
Allow the bread to cool completely in the pan before removing it.
Run a spatula around the edges of the pan to loosen the bread, then remove it from the pan and peel off the parchment paper.
