Mix flour, yeast, sugar, and salt in a large bowl.
Warm water and milk until lukewarm, then add to the dry ingredients.
Knead the dough until smooth and elastic, about 5-10 minutes.
Cover the dough with a cloth and let it rise until doubled in size, about 1 hour.
Punch down the risen dough and divide it into small balls.
Flatten each ball slightly and let them rest for 15 minutes.
Heat oil in a deep pan over medium heat until hot.
Fry the dough balls until golden brown on both sides, about 3-4 minutes per side.
Remove from oil and drain on paper towels.
Serve warm, optionally with jam or syrup.
