Preheat the oven to 350°F (175°C).
Grease and flour cake pans.
In a mixing bowl, combine flour, baking powder, and salt.
In another bowl, cream together butter and sugar until light and fluffy.
Add eggs one at a time, mixing well after each addition.
Stir in milk and vanilla extract until combined.
Gradually add dry ingredients to the wet mixture, mixing until just combined.
Divide the batter into two bowls; add cocoa powder to one bowl and mix well.
Add food coloring to the other bowl and mix until desired color is achieved.
Spoon alternating dollops of the two batters into the prepared pans.
Use a knife to swirl the batters together for a marbled effect.
Bake in the preheated oven for 25-30 minutes, or until a toothpick comes out clean.
Allow cakes to cool in the pans for 10 minutes before transferring to wire racks.
For frosting, beat cream cheese, powdered sugar, and lemon juice until smooth.
Spread frosting over cooled cakes and decorate with sprinkles.
