In a mixing bowl, combine 1 cup all-purpose flour, 1/2 teaspoon carom seeds, and 1 tablespoon oil.
Mix well until the mixture is smooth.
Gradually add water to form a tight dough suitable for making samosa wrappers.
Cover the dough and let it rest for 20-30 minutes.
For the filling, boil 1/2 kg potatoes until tender, then mash them in a bowl.
Add 1/2 teaspoon cumin powder, 1 tablespoon chopped green chilies, 1 tablespoon chopped fresh coriander, 1 tablespoon red chili powder, and 1 tablespoon chaat masala to the mashed potatoes; mix well until combined.
Divide the dough into small portions and roll each into thin circles.
Cut each circle into halves to form semi-circles.
Take one semi-circle, fold it into a cone, and seal the edge with water.
Fill the cone with the potato filling and seal the open edge to form a triangle.
Repeat the process with the remaining dough and filling.
Heat oil in a deep pan until hot.
Fry the samosas in the hot oil until golden brown on both sides, about 5-6 minutes, checking frequently to ensure they do not burn.
Remove the samosas from the oil and drain on paper towels before serving.
