Mix Milo powder and sugar in a bowl until combined.
In a separate bowl, whisk egg yolks until pale and creamy.
Heat milk in a saucepan over medium heat until steaming, then slowly add to egg yolks while whisking.
Return mixture to saucepan and cook over low heat until thickened, about 5-7 minutes.
Remove from heat and stir in heavy cream, sweetened condensed milk, and vanilla extract.
Allow mixture to cool completely at room temperature, then refrigerate for at least 2 hours.
Churn the mixture in an ice cream maker according to manufacturer's instructions until thick.
Transfer to a container and freeze for at least 4 hours until firm.
Scoop and serve, optionally garnished with additional Milo powder.
