Cut cauliflower into bite-sized florets and chop bell peppers, carrots, and green beans.
In a bowl, combine cornstarch, salt, and black pepper.
Coat the cauliflower florets in the cornstarch mixture and shake off excess.
Heat vegetable oil in a large pan over medium-high heat until shimmering.
Fry the coated cauliflower until golden brown and crispy, about 4-5 minutes; remove and drain on paper towels.
In the same pan, add more oil if needed and sauté chopped onions, garlic, and ginger until fragrant, about 2-3 minutes.
Add bell peppers, carrots, and green beans; stir-fry until just tender, about 3-4 minutes.
Add cooked instant noodles to the pan with the vegetables and mix well.
Return the fried cauliflower to the pan and mix well with the noodles and vegetables.
Add soy sauce, chili sauce, and vinegar; stir to combine and heat through for 2-3 minutes.
Garnish with chopped green onions and sesame seeds before serving.
