Add 1 cup sugar and 2 tablespoons powdered sugar to a bowl.

Add 1.5 teaspoons yeast and 1/2 cup warm water to the sugar; mix and cover for 10 minutes until frothy.

Sift 500 grams (4 cups) all-purpose flour into a mixing bowl.

Add 1 teaspoon salt to the flour and mix.

Add the yeast mixture and 2 tablespoons refined oil (or melted butter) to the flour; mix well.

Gradually add warm water to form a sticky dough, mixing as you go.

Knead the dough for at least 10 minutes until smooth and elastic.

Place the dough in a greased bowl, cover with a cloth, and let it rise in a warm place for 1.5 to 2 hours until doubled in size.

Grease an aluminum tray and sprinkle some flour on it.

Punch down the risen dough to release air, then divide it into 12 equal portions.

Shape each portion into a smooth ball and place them in the greased tray with space in between.

Cover the tray and let the dough balls rise for another 30 minutes until doubled in size.

Mix milk and sugar for brushing on top of the dough balls.

Brush the tops of the dough balls with the milk-sugar mixture.

Place a thin plate on the gas stove to create steam and cover the tray with the dough balls.

Cook on medium flame for 15-20 minutes, covered.
