Start with ground beef and add chopped green bell peppers.
Add shredded cabbage to the bowl.
Use one head of cabbage for the rolls and the shredded cabbage for the filling.
Add chopped yellow onions to the mixture.
Mix the ingredients using hands or a spatula.
Add approximately 2 cups of cooked white rice to the mixture.
Substitute white rice with brown rice or breadcrumbs if desired.
Add approximately 1 tablespoon of seasoning salt, garlic powder, and onion powder to the mixture.
Mix all ingredients thoroughly.
Take a cabbage leaf, place filling in the middle, and fold the corners to roll it up.
Place the rolls in a baking pan, seam side down.
Prepare a red sauce with tomato sauce, minced garlic, and onion powder to pour on top if desired.
Preheat the oven to 350°F and bake for 40 to 45 minutes.
Puncture a few holes on top of the rolls before baking.
