Mix together all-purpose flour, baking powder, and yeast in a mixing bowl.
Add the flaked saltfish and mix well to combine.
Gradually add water to the mixture, adjusting until the desired batter consistency is achieved.
Add black pepper and cayenne pepper to the batter and mix well.
Incorporate chopped onion, garlic, green onions, red bell pepper, and celery into the batter.
Add thyme, turmeric, and a teaspoon of salt to the mixture and combine thoroughly.
Let the batter rest for 30 minutes before frying.
Heat vegetable oil in a skillet over medium heat for frying.
Using two spoons, drop spoonfuls of batter into the hot oil.
Fry until golden brown, turning occasionally to ensure even cooking.
Check for a nice golden color and fluffy texture, ensuring they are not burnt.
Serve the fritters with sweet chili dipping sauce.
