In a bowl, combine 3 cups of all-purpose flour, 1 teaspoon baking powder, 1 teaspoon brown sugar, 1 teaspoon salt, and 1 tablespoon milk powder.

Mix well to combine for about a minute.

Gradually add 1 and 1/4 cups of water to bring the dough together, squeezing until the flour is saturated but not too sticky.

Use a knuckle press method to smooth the dough about 10 times on each side.

Divide the dough into three pieces, shape into balls, and let rest covered.
