Preheat oven to 350°F (175°C).

In a mixing bowl, cream together butter and powdered sugar until light and fluffy.

Add egg yolks and vanilla extract, mixing until well combined.

In a separate bowl, whisk together flour, cornstarch, baking powder, and salt.

Gradually add dry ingredients to the butter mixture, mixing until a dough forms.

Chill the dough in the refrigerator for 30 minutes.

Roll out the dough on a floured surface to about 1/8 inch thickness.

Cut out circles using a cookie cutter and place them on a baking sheet lined with parchment paper.

Bake for 10-12 minutes until lightly golden.

Allow cookies to cool completely on a wire rack.

Spread a generous layer of dulce de leche on one cookie and sandwich with another.

Roll the edges of the sandwich in coconut flakes.
