Heat olive oil in a large pot over medium heat until shimmering.
Add chopped onion, carrot, and garlic; sauté until softened, about 5 minutes.
Stir in diced potatoes and cook for another 3-4 minutes.
Add tarhana and stir to coat with the vegetables.
Pour in water and broth, then add bay leaf and red pepper flakes.
Bring to a boil, then reduce heat to low and simmer for 20-25 minutes until tarhana is tender.
Season with salt and pepper to taste.
Remove bay leaf before serving.
Ladle into bowls and garnish with fresh parsley and a squeeze of lemon juice.
Serve hot, optionally with a dollop of yogurt on top.
