Cut the beef stir fry steak into smaller sections for easier cooking.
Prepare the ingredients: soy sauce, brown gravy mix, minced garlic, ground ginger, onion, green pepper, and yellow pepper.
In a bowl, mix 2 cups of water with brown gravy mix and 1 teaspoon of ground ginger and 2 teaspoons of soy sauce; set aside.
Heat 2 tablespoons of cooking oil in a pot over medium heat.
Add the beef to the pot and cook until browned, about 2 minutes, stirring occasionally.
Add 2 cloves of minced garlic to the beef and continue cooking until no pink remains in the meat.
Once the beef is browned, add the gravy mixture to the pot along with chopped onions and peppers (green and yellow).
Allow the mixture to simmer for 6 to 8 minutes until the peppers are tender.
If more gravy is needed, mix 2 heaping tablespoons of cornstarch with 1 cup of salted water and add to the pot.
Cook for 1 to 2 minutes until the gravy thickens, stirring occasionally.
Serve the pepper steak over cooked rice.
