Mix warm milk and sugar in a bowl until dissolved.
Sprinkle yeast over the mixture and let it sit until frothy, about 5-10 minutes.
Combine flour, salt, and nutmeg in a large mixing bowl.
Add the yeast mixture, melted butter, eggs, and vanilla extract to the dry ingredients.
Knead the dough on a floured surface until smooth, about 8-10 minutes.
Place the dough in a greased bowl, cover, and let it rise in a warm place until doubled, about 1 hour.
Punch down the dough and roll it out to about 1/2 inch thick.
Cut out doughnut shapes using a cutter and place them on a floured surface.
Cover the doughnuts and let them rise for another 30 minutes.
Heat vegetable oil in a deep fryer or large pot to 350°F (175°C).
Fry the doughnuts until golden brown, about 2-3 minutes per side.
Remove the doughnuts and drain on paper towels.
Prepare the custard by mixing custard powder with water according to package instructions.
Fill each doughnut with custard using a piping bag.
Dust with powdered sugar before serving.
