Heat whole milk until it reaches around 105°F.
Sprinkle active dry yeast and sugar into the warm milk and let it sit for 10 minutes to activate the yeast.
In a bowl, combine bread flour and salt.
Add egg and honey to the flour mixture.
Knead the mixture until roughly combined.
Add softened butter and knead until the dough becomes stretchy and gluten forms, checking by hand for texture.
Form the dough into a ball and wrap the bowl tightly with plastic wrap. Let it rise until doubled in size.
Mix light brown sugar, cinnamon powder, and salt to create the filling.
Prepare a 9x13 inch dish with parchment paper or greased with softened butter.
Dust the counter with bread flour and roll out the dough into a 10 by 20 inch rectangle, adding more flour if needed to prevent sticking.
Spread room temperature butter evenly over the rolled dough.
Spread the cinnamon filling evenly on top of the buttered dough.
Divide the dough into 12 strips without rolling it into a log to avoid sticking.
Cover the dough tightly again and let it rise until slightly more than doubled.
Before baking, gently apply melted butter to the surface of the rolls.
Bake in a preheated oven for about 20 minutes.
While the rolls are baking, mix softened cream cheese, powdered sugar, and room temperature butter until smooth.
Spread the icing over the warm cinnamon rolls after baking.
