Rinse the herring in water for three hours to reduce saltiness.
Combine one part alcoholic vinegar, two parts sugar, and three parts water in a saucepan.
Add chopped celery, carrot, yellow onion, and a little horseradish to the mixture.
Include spices: allspice, bay leaves, cinnamon, clove, and a little white pepper.
Boil the mixture and then let it sit for about 24 hours.
After 24 hours, place the herring in the brine and let it sit for about three days, stirring occasionally to prevent it from pressing into a jelly.
After three days, slice the herring into nice pieces for serving.
