Start by heating olive oil in a pot.
Add roughly chopped carrots, celery, onions, garlic, and a bay leaf; season with salt and sauté until the veggies start to soften.
Add chopped tomatoes to the pot and stir.
Add lobster tails and fill the pot with 6 to 8 cups of water, covering all the contents.
Bring the pot to a boil; check the lobster for doneness by looking for opacity in the meat.
Once cooked, remove the lobster, cut it down the middle, and take the meat out; roughly chop the lobster meat and set aside.
Return the lobster shells to the pot and simmer the stock for 40 minutes to an hour to build flavor.
Season the stock with salt and pepper, then strain it to remove solids, pushing out excess juice.
Transfer the strained stock into a saucepan to keep warm next to the risotto pan.
In the risotto pan, add butter and olive oil; once melted, add shallots and sauté until fragrant.
Add arborio rice and cook until the grains are nicely coated in oil.
Deglaze the pan with dry white wine, stirring until the liquid evaporates.
Add stock in increments of half to three-quarters of a cup while cooking on medium to medium-high heat, stirring constantly to achieve a creamy consistency.
After about 25 minutes, check the rice for doneness; it should be close to al dente with some texture.
Add lemon zest for acidity, then continue adding broth and mixing until the rice is tender.
Incorporate cream cheese for creaminess, mixing well.
Add more broth if the rice gets too dry; keep it moist.
Once the rice is cooked to your liking, add the chopped lobster meat and mix to warm it through.
Serve immediately in bowls or plates, shaking to spread it out evenly; keep warm by preheating the serving plates in the oven if needed.
Top with additional pecorino Romano cheese and chives before serving.
