Mix all-purpose flour and salt in a bowl.
Cut in vegetable oil until mixture resembles coarse crumbs.
Add water and lime juice, mix until dough forms.
Knead the dough on a floured surface until smooth, about 5 minutes.
Cover and let rest for 30 minutes.
Heat oil in a skillet over medium heat.
Sauté onion, garlic, and bell pepper until softened, about 3-4 minutes.
Add ground beef, cumin, oregano, black pepper, and salt; cook until browned, about 5-7 minutes.
Stir in diced potato and carrot; cook until tender, about 10 minutes.
Roll out dough and cut into circles.
Place a spoonful of filling on one half of each circle.
Fold dough over filling and seal edges with a fork.
Bake at 375°F until golden, about 20-25 minutes, or fry until golden brown.
