In a separate bowl, dissolve 3 tablespoons of corn starch and 1.5 teaspoons of bouillon in 1.5 cups of cold water.

Stir the mixture until the bouillon dissolves. Corn starch must be added to cold water to dissolve properly.

Cook the ground chuck, onion, and bell pepper until the meat is brown and the vegetables are tender.
