Brush phyllo dough with melted butter and crumble it onto a baking sheet.
Bake phyllo dough in the oven at 350°F for 20 to 25 minutes until crispy and golden brown.
In a small pot, combine whole milk and heavy cream off the heat.
Add sugar, ground cardamom, and rosewater to the milk and cream mixture and whisk until sugar dissolves.
Heat the milk and cream mixture on medium-low until it comes to a simmer.
Crumble the baked phyllo dough into smaller pieces.
Chop pistachios, almonds, and dried figs.
Butter the sides and bottom of a baking dish.
Layer crumbled phyllo dough in the baking dish, followed by shredded coconut, nuts, raisins, and figs.
Repeat the layering process.
Pour the milk and cream mixture over the layers in the baking dish.
Bake at 400°F for 10 to 15 minutes, then broil for a few minutes until golden brown.
