In a bowl, beat together butter, cocoa powder, Horlicks, and icing sugar until combined.
Add a little bit of milk and melted chocolate to the cream filling and mix well.
Chill the cream filling in the fridge.
In another bowl, cream together butter and sugar until smooth.
Add plain flour, cocoa powder, baking powder, milk, and golden syrup to the mixture.
Mix with a spatula until combined, adding more milk if necessary, but keep the mixture dry.
Roll out the dough on a chopping board with baking parchment underneath and on top.
Cut into even rectangles and place on the baking parchment.
Bake in the oven for 10 minutes.
Let the biscuits cool on a wire rack until firm.
Spread the chilled cream filling on one biscuit and top with another biscuit.
Melt chocolate in a bowl over simmering water.
Dip the biscuits in the melted chocolate and place on a wire rack to set.
Chill in the fridge to firm up the chocolate.
