Chop the onion and garlic, and set aside.
Chop the tomatoes and green bell pepper, and set aside.
In a large pot, heat olive oil and sauté the chopped onion and garlic until translucent.
Add the chopped tomatoes and green bell pepper, and cook until softened.
Stir in the rice, mixspice, black pepper, paprika, cumin, dried lemon powder, salt, and tomato paste.
Add the hot water and bring to a boil.
Reduce heat and simmer until rice is tender, about 20 minutes.
Remove from heat and let cool slightly before serving.
