Preheat the oven to 350°F (175°C).

Grease a baking dish with butter.

Melt the butter in a large bowl.

Add sugar and brown sugar to the melted butter and mix until combined.

Incorporate eggs one at a time, mixing well after each addition.

Stir in vanilla extract until smooth.

Sift together flour, cocoa powder, baking powder, and salt in a separate bowl.

Gradually add the dry ingredients to the wet mixture, stirring until just combined.

Fold in milk until the batter is smooth.

Gently mix in chocolate chips and walnuts.

Pour the batter into the prepared baking dish.

Bake for 25-30 minutes until the edges are set but the center is still soft.

Remove from the oven and let cool slightly.

Dust with powdered sugar before serving.

Serve warm with a scoop of ice cream.
