Melt 1/2 cup butter in a saucepan over medium heat until foamy.
Add 1 cup semolina and stir continuously until it turns golden brown, about 10-12 minutes.
In a separate pot, combine 2 cups water, 2 cups milk, 3/4 cup sugar, and 1/4 teaspoon salt; heat until sugar dissolves.
Gradually pour the milk mixture into the toasted semolina, stirring constantly to prevent lumps.
Continue stirring over low heat until the mixture thickens, about 5-7 minutes.
Remove from heat and add 1 teaspoon vanilla extract, 1 tablespoon lemon zest, and 1 tablespoon rose water; mix well.
Transfer the mixture to a greased dish and smooth the top with a spatula.
Allow to cool for a few minutes, then sprinkle with 1 teaspoon cinnamon and 1/4 cup pine nuts.
Let it set for at least 1 hour before cutting into squares or diamonds.
Serve at room temperature or chilled.
