Blanch oxtail in boiling water for 5 minutes to remove impurities, then rinse.
Char onion and ginger over an open flame to develop flavor.
Toast cinnamon, star anise, and cloves in a hot pan without oil until fragrant.
Combine charred onion, ginger, toasted spices, and oxtail in a pressure cooker with water, fish sauce, and sugar.
Cover the ingredients with water, being careful not to overfill the pressure cooker.
Cook in the pressure cooker for 40 minutes to 1 hour, depending on desired tenderness.
Strain the broth to remove solids and set aside the oxtail in cold water to prevent darkening.
Serve the broth over rice noodles and garnish with white onions, green onions, and lime.
