Remove the stems from the chili peppers while wearing gloves to avoid irritation.
Wash the chili peppers before removing the stems.
Use a food processor or blender to combine the chili peppers and garlic with the cooking oil.
Blend for a few seconds, ensuring not to over-blend to keep some bits of garlic and chili visible.
Heat the mixture in a pan over low to medium heat, stirring continuously to prevent burning.
Cook for 15 to 20 minutes until the oil starts bubbling and the mixture changes color.
After 20 minutes, check the chili and garlic; they should be cooked and dried.
Add 1 teaspoon of salt, 1 teaspoon of pepper, and 1 teaspoon of oyster sauce (optional) to the mixture.
Add sugar to balance the flavors and stir until the salt and sugar dissolve.
Pour in vinegar and do not stir to avoid a raw vinegar taste.
Cook for another 20 minutes to ensure the chili garlic oil is well-cooked and preserved.
After 20 minutes, let the chili garlic oil cool before transferring it to containers.
