Boil baby potatoes in salted water for 10 minutes on medium heat, then refrigerate overnight.
Heat oil in a pot on low heat.
Add whole cumin seeds and black mustard seeds; allow to pop for a few seconds.
Increase heat to medium and add diced onions; fry for 6-8 minutes until golden brown.
Add frozen ginger and garlic; fry for 1 minute to remove rawness.
Add diced tomatoes and cook until soft, about 5 minutes, without a lid.
Add a splash of water and spices (coriander powder, Kashmiri chili powder, turmeric powder) along with whole green chilies; mix well.
Cook for 6-8 minutes to warm the potatoes through, adding boiled kettle water as needed.
After cooking, add homemade garam masala and juice of half a lemon; mix well.
Sprinkle with fresh coriander and serve hot.
