Fill a large pot with water and a small pot halfway with water, placing both over high heat.

Add a little salt to the large pot of water.

When the large pot comes to a boil, add the whole head of cabbage to soften it until tender.

When the small pot comes to a boil, reduce it to low heat and add the rice, cooking until tender.

Remove the bottom part of the cabbage stalk before boiling.

Once the cabbage is tender, peel off about 8 to 10 leaves and set them aside, returning any hard leaves to the boiling water.

In a skillet over medium-high heat, add butter, then sauté chopped onions and green bell peppers for about 3 to 4 minutes, then remove and set aside.
