Combine 4 cups of glutinous rice flour and 2 tablespoons of salt in a bowl.
Gradually add 2 cups of water while stirring to achieve a softer texture.
Knead the mixture by hand until it reaches a dough-like consistency, adding more glutinous rice flour as needed.
Crush palm sugar into small pieces and set aside.
Roll the dough into small balls, keeping in mind they will expand in boiling water.
Prepare boiling water and drop the balls in, cooking for about 5 minutes until they float to the top.
Remove the cooked balls from the water and place them on a plate.
Top the balls with grated coconut before serving.
