Cook the ground beef without adding fat, as it releases its own fat.
Once the beef has released fat, add chopped tomato, onion, and bell pepper, and mix well.
Season the mixture with salt and chicken bouillon for flavor.
Once combined, add diced potato and let it soften.
When the potato is soft, turn off the heat, as the meat is also ready.
Add diced carrot and cover the mixture to let it steam.
For the masa (dough), add dry ingredients and season with salt, spices, and chicken bouillon, then color with a bit of achiote.
Add enough water to make the masa soft so that the tortillas won’t crack.
Once the masa is ready, shape it into small tortillas and fry them.
After frying the tortillas, assemble the enchiladas by adding the beef mixture, cabbage, salsa, and cheese.
