Rinse rice and add to a pot with 1 cup + 1/4 cup water; cook until soft.
Add 2 cups whole milk and continue to cook for 10-15 minutes.
Add 1 liter of whole milk and cook for 30-35 minutes, stirring frequently.
Add 1 cup granulated sugar and mix until melted; adjust consistency with additional milk if needed.
Mix 1.5 tbsp cornstarch with a little cold milk to create a slurry; add to the rice mixture while stirring.
Cook for an additional 5-8 minutes until thickened; add vanilla powder.
Transfer the mixture to oven-safe cups.
Broil in the oven at 200 degrees until the tops are browned, checking regularly.
Serve chilled, garnished with ground cinnamon and optional chopped hazelnuts.
