Boil a large pot of water and blanch the cabbage leaves until pliable, about 2-3 minutes.
Remove the cabbage leaves and set aside to cool.
In a skillet, sauté chopped onion and garlic until translucent, about 5 minutes.
In a bowl, combine ground beef, cooked rice, sautéed onion and garlic, egg, parsley, salt, pepper, and paprika.
Place a spoonful of the meat mixture on each cabbage leaf and roll tightly, tucking in the sides.
Arrange the cabbage rolls seam-side down in a baking dish.
Pour tomato sauce over the cabbage rolls and add bay leaves.
Add vegetable broth to the dish until rolls are partially submerged.
Cover the dish with foil and bake at 350°F for 1 hour.
Remove foil and bake for an additional 15 minutes to brown the top.
Let the rolls rest for 10 minutes before serving with sour cream.
