In a bowl, add granulated tapioca.
Add sugar and powdered milk to the bowl.
Mix the ingredients together.
Add coconut flakes and mix again.
Pour in half of the water and mix well.
Add coconut milk and then the remaining water, mixing thoroughly.
Cover the mixture and let it hydrate for 15 minutes.
After 15 minutes, mix the tapioca again and cover for another 15 minutes.
Once hydrated, transfer the mixture into 220 ml containers, leaving space for coconut flakes on top.
Cover the mixture with coconut flakes, using either fresh or sweetened coconut.
Seal the containers and refrigerate.
Serve cold, optionally with sweetened condensed milk.
