Combine milk, granulated garlic, and onion powder in a bowl and whisk.

Add ground chuck, plain breadcrumbs, 1 egg, Italian seasoning, dried parsley, red pepper flakes, salt, and pepper to the bowl and stir.

Let the mixture rest for a bit before forming into one-inch balls.
