Preheat the oven to 375°F.
Slice the tops off the lemons and scoop out the insides, reserving the juice and pulp.
In a skillet, heat olive oil over medium heat and sauté diced onion and garlic until translucent.
Add ground beef to the skillet and cook until browned, breaking it apart with a spoon.
Stir in diced bell pepper, cooked rice, tomato sauce, cumin, paprika, salt, and pepper; cook for 5 minutes.
Remove from heat and mix in chopped parsley and reserved lemon pulp.
Fill the hollowed lemons with the beef mixture, packing it tightly.
Place the stuffed lemons in a baking dish and drizzle with olive oil.
Cover the dish with foil and bake for 25 minutes.
Remove the foil, sprinkle cheese on top of each lemon, and bake for an additional 10 minutes until cheese is bubbly.
Let cool slightly before serving.
