Sift together baking powder, plain white flour, refined cornmeal, brown sugar, and salt through a strainer.

Mix the dry ingredients together in a bowl.

Combine 1 cup of cold ice water and vanilla, then gradually add to the dry ingredients to form a sticky dough.

Do not knead the dough too much; just combine until smooth and soft.

Cover the dough with a damp napkin and a clean cloth, and let it rest for a minimum of one hour.

After resting, divide the dough into pieces and roll each piece into an oval shape, flattening slightly.

Heat oil in a frying pan over medium heat.

Test the oil temperature by pinching off a piece of dough; if it sizzles, the oil is ready.

Fry the festivals for about 3-5 minutes on each side until golden brown.

Remove the festivals from the oil and drain on paper towels.
