Activate yeast in warm milk with sugar until bubbly, about 5-10 minutes.
Mix flour, salt, and lemon zest in a large bowl.
Create a well in the flour mixture and add the activated yeast, melted butter, eggs, and vanilla extract.
Stir until a dough forms, then knead on a floured surface until smooth, about 8-10 minutes.
Place the dough in a greased bowl, cover, and let rise in a warm place until doubled, about 1-2 hours.
Preheat the oven to 375°F (190°C).
Punch down the risen dough and roll it out on a floured surface to about 1/2 inch thick.
Cut into squares or circles and place on a baking sheet lined with parchment paper.
Fill the center of each piece with fruit preserves or cream cheese filling.
Fold the edges over the filling, pinching to seal.
Brush with egg wash and sprinkle with cinnamon if desired.
Bake until golden brown, about 15-20 minutes.
Let cool slightly before dusting with powdered sugar.
