Preheat oven to 400°F (200°C).
Season lamb racks with salt and black pepper.
Heat olive oil in a skillet over medium heat until shimmering.
Sear lamb racks for 2-3 minutes on each side until browned.
Remove lamb from skillet and let rest.
In a bowl, mix breadcrumbs, grated Parmesan cheese, minced garlic, chopped rosemary, and thyme.
Spread mustard over the lamb racks evenly.
Press the breadcrumb mixture onto the mustard-coated lamb.
Place lamb racks on a baking sheet and roast for 20-25 minutes until desired doneness.
Let the lamb rest for 5-10 minutes before slicing.
Meanwhile, boil carrots, potatoes, and green beans until tender, about 10 minutes.
Toss vegetables with butter, lemon juice, and honey before serving.
