Mix flour, salt, and oil in a bowl until crumbly.
Gradually add water, kneading until a smooth dough forms.
Cover the dough and let it rest for 30 minutes.

Sauté onions and garlic in a pan until translucent.
Add cumin, turmeric, coriander, and green chili; cook for 2-3 minutes.
Combine the mashed potatoes with the sautéed mixture and cilantro; season with black pepper.
Divide the dough into equal portions and roll each into a thin circle.
Heat a skillet over medium heat and cook each roti until golden on both sides, about 2-3 minutes per side.
Place a portion of the potato filling on one half of the roti, fold over, and cook for another minute to heat through.
Serve warm, optionally with a side of chutney.
