Preheat the oven to 375°F (190°C).

Cut the tops off the bell peppers and remove the seeds and membranes.

In a skillet, heat olive oil over medium heat. Add ground beef and cook until browned. Drain excess fat.

Stir in cooked rice, marinara sauce, Italian seasoning, garlic powder, onion powder, salt, and pepper. Mix well.

Stuff each bell pepper with the beef and rice mixture, packing it tightly.

Place the stuffed peppers upright in a baking dish. Pour a little marinara sauce over the top of each pepper.

Cover the dish with aluminum foil and bake for 25 minutes.

Remove the foil, sprinkle mozzarella and Parmesan cheese on top of each pepper, and bake for an additional 10-15 minutes until the cheese is melted and bubbly.
