Melt butter and olive oil in a skillet over medium heat until bubbling.
Add minced garlic and sauté until fragrant, about 1-2 minutes.
Sprinkle in red chili flakes, paprika, and cayenne pepper; stir to combine.
Season tilapia fillets with salt and black pepper on both sides.
Dredge tilapia in cornstarch to coat lightly.
Place tilapia in the skillet and cook for 3-4 minutes until golden brown.
Flip tilapia and cook for an additional 3-4 minutes until cooked through.
Remove tilapia from skillet and set aside on a plate.
Add lemon juice and a splash of water to the skillet, scraping up browned bits.
Stir in chopped parsley and green onions; simmer for 1 minute.
Return tilapia to the skillet, spoon sauce over the top, and heat through.
Serve immediately with lime wedges on the side.
