Chop garlic.
Heat oil in a pan.
Fry garlic until brown.
Add chopped ginger to the pan.
Add chopped onion and fry until brown.
Pour in 1 cup of water.
Add 2-3 teaspoons of vinegar.
Add 1 teaspoon of soy sauce.
Add 1 teaspoon of brown sugar.
Boil the mixture until it becomes a little sticky.
Add 2 teaspoons of corn starch to thicken.
Add bell pepper and green onion.
Cook for 2 more minutes.
